Karpaty stanowi\u0105 wa\u017cn\u0105 cz\u0119\u015b\u0107 regionalnego bogactwa Europy. Jest to obszar o ogromnych zasobach spo\u0142ecznych, kulturowych i przyrodniczych, a jednocze\u015bnie jeden z najbiedniejszych i najmniej dostrzeganych region\u00f3w, wymagaj\u0105cy skoordynowanego wsparcia w ramach polityki europejskiej.<\/p>\n\n\n\n

Karpaty maj\u0105 kilka wa\u017cnych atut\u00f3w. Po pierwsze \u0142\u0105cz\u0105 one, ponad obecnymi granicami Unii, tereny o strategicznym znaczeniu \u2013 od samego rdzenia Europy \u015arodkowej: Polski, Czech, S\u0142owacji, W\u0119gier, przez Ukrain\u0119, po Ba\u0142kany wraz z Rumuni\u0105 i Serbi\u0105. Po drugie stanowi\u0105 one unikatowy zas\u00f3b \u015brodowiska naturalnego, b\u0119d\u0105c \u201ezielonym kr\u0119gos\u0142upem\u201d Europy \u015arodkowej i Wschodniej. Po trzecie jest to region wa\u017cny kulturowo i spo\u0142ecznie, kt\u00f3ry zamieszkuje blisko 20 milion\u00f3w os\u00f3b.<\/p>\n\n\n\n

Karpaty to tak\u017ce obszar problemowy. Do podstawowych jego s\u0142abo\u015bci nale\u017c\u0105 braki infrastrukturalne, zar\u00f3wno w zakresie transportu jak i bezpiecze\u0144stwa \u015brodowiskowego, brak nale\u017cytej staranno\u015bci o zr\u00f3wnowa\u017cony rozw\u00f3j, problemy spo\u0142eczne, w tym obszary wysokiego bezrobocia. Je\u015bli nie podejmiemy skoordynowanych dzia\u0142a\u0144 rozwojowych, ekonomiczne i spo\u0142eczne problemy regionu karpackiego b\u0119d\u0105 narasta\u0142y. Dlatego uwa\u017camy, \u017ce nale\u017cy po\u0142\u0105czy\u0107 wysi\u0142ki pa\u0144stw, Unii Europejskiej i poszczeg\u00f3lnych w\u0142adz regionalnych w celu wypracowania wsp\u00f3lnej strategii dla Karpat, kt\u00f3ra wykorzystuj\u0105c atuty tego obszaru pozwoli\u0142aby przezwyci\u0119\u017cy\u0107 jego s\u0142abo\u015bci.<\/p>\n\n\n\n

Strategia taka, na wz\u00f3r Strategii dla Morza Ba\u0142tyckiego i Strategii Dunajskiej powinna przede wszystkich oprze\u0107 si\u0119 na synergii pomi\u0119dzy istniej\u0105cymi ju\u017c inicjatywami i dzia\u0142aniami podejmowanymi w tym regionie i tym samym stanowi\u0107 warto\u015b\u0107 dodan\u0105 nie powoduj\u0105c tworzenia nowych struktur, regulacji czy instytucji.<\/p>\n\n\n\n

Chcemy w spos\u00f3b skoordynowany zabiega\u0107 o finansowanie dzia\u0142a\u0144 na obszarze Karpat, tak by \u015brodki \u2013 szczeg\u00f3lnie pozyskane z bud\u017cetu wsp\u00f3lnotowego \u2013 nie rozprasza\u0142y si\u0119, lecz by\u0142y strategicznie ukierunkowane na wsp\u00f3lne projekty karpackie. Mechanizm nakierowany na finansowanie wsp\u00f3lnych dzia\u0142a\u0144 s\u0142u\u017c\u0105cych zr\u00f3wnowa\u017conemu rozwojowi Karpat m\u00f3g\u0142by powsta\u0107 w oparciu o wzorce dostarczone zar\u00f3wno przez obecne unijne makroregionalne strategie rozwoju jak i przez inicjatywy takie jak europejski program \u201ePrzestrze\u0144 Alpejska\u201d (Alpine Space).<\/p>\n\n\n\n

Ilo\u015b\u0107 istniej\u0105cych ju\u017c dobrych praktyk i inicjatyw w regionie Karpat, przekonuje nas, \u017ce \u2013 przy odpowiednio opracowanej strategii \u2013 mo\u017cemy w stosunkowo kr\u00f3tkim czasie osi\u0105gn\u0105\u0107 po\u017c\u0105dane, konkretne efekty nowej inicjatywy, czy to w zakresie wsp\u00f3\u0142pracy akademickiej (\u201eUniwersytet Karpacki\u201d), \u015brodowiskowej, infrastrukturalnej czy mi\u0119dzyregionalnego projektu \u201eHoryzont Karpacki\u201d.<\/p>\n\n\n\n

Wsp\u00f3\u0142praca taka b\u0119dzie s\u0142u\u017cy\u0107 w szczeg\u00f3lno\u015bci zacie\u015bnianiu wi\u0119zi mi\u0119dzy pa\u0144stwami cz\u0142onkowskimi UE a Ukrain\u0105, przyczyniaj\u0105c si\u0119 do szybszej integracji tego kraju do struktur europejskich. Pierwszym krokiem, kt\u00f3ry m\u00f3g\u0142by symbolicznie, ale i praktycznie za\u015bwiadczy\u0107 o zaanga\u017cowaniu polityki europejskiej w region Karpat, by\u0142oby przyst\u0105pienie Unii Europejskiej, jako strony, do Konwencji Karpackiej, kt\u00f3rej sygnatariuszami s\u0105 obecnie pojedyncze pa\u0144stwa. Unia, uzyskawszy na mocy Traktatu z Lizbony tak\u0105 zdolno\u015b\u0107 powinna z niej korzysta\u0107 w\u0142a\u015bnie w tego typu inicjatywach.<\/p>\n\n\n\n

Naszym wsp\u00f3lnym celem jest powstanie nowej europejskiej makroregionalnej strategii rozwojowej ju\u017c w ramach przysz\u0142ych ram finansowych na lata 2014\u20132020. Jest to mo\u017cliwe, przy wsparciu g\u0142\u00f3wnych aktor\u00f3w polityki europejskiej, zar\u00f3wno na poziomie pa\u0144stw kolejnych prezydencji jak i Komisji i Parlamentu Europejskiego.<\/p>\n\n\n\n

Apelujemy o takie zaanga\u017cowanie. Karpaty warte s\u0105 europejskiej strategii.<\/p>\n\n\n\n

The Carpathian Mountains are a very important part of the European regional richness. This area full of social, cultural and natural resources, is at the same time one of the poorest and least noticed regions, requiring coordinated support within European policy.<\/p>\n\n\n\n

The Carpathians have multiple important assets.<\/p>\n\n\n\n

Firstly, they connect areas of high strategic value; from the core of Central Europe: Poland, Czechia, Slovakia, Hungary, through Ukraine, to the Balkans, Romania and Serbia. Secondly, they are a unique resource of a natural environment, being a „green spine” of Central and Eastern Europe. Thirdly, the Carpathians are important in terms of cultural and social heritage, currently inhabited by 20 million residents.<\/p>\n\n\n\n

The Carpathians is also a problematic area. Among its fundamental weaknesses, there are infrastructural deficiencies, concerning transport and environmental safety, a lack of proper care for sustainable development and social issues, which include areas of high level of  unemployment. Unless we undertake coordinated development actions, the economic and social issues of the Carpathian region will only continue to build up. Therefore, we believe that the efforts of countries, the European Union and individual regional authorities should be combined to develop a common strategy for the Carpathians, which would use the strengths of this area to overcome its weaknesses.<\/p>\n\n\n\n

The strategy, as in the case of the Baltic Sea Strategy and Danube Strategy, should first and foremost be based on synergies between existing initiatives and actions undertaken in the region, and thusprovide added value without creating new structures, regulations or institutions.<\/p>\n\n\n\n

Our goal is to, in a coordinated way, seek to ensure the funding of the actions for the benefit of the Carpathians in such a manner that the incomes, especially those acquired from the common budget, were not squandered, but strategically directed into common Carpathian projects. The system focused on funding the common actions contributing to the development of the Carpathian region could base on patterns acquired from both present union macro-regional strategies and initiatives such as the European program „Alpine Space”.<\/p>\n\n\n\n

The already existing amount of positive practices and initiatives in the carpathian region ensures us that, with a properly devised strategy, in a relatively short period we will be able to achieve the desired, concrete results of a new initiative, whether regarding the academic („Carpathian University”), environmental and infrastructural cooperation, or interregional project „Carpathian Horizon”.<\/p>\n\n\n\n

Such cooperation would in particular serve to strengthen the connections between the Member States of the European Union and Ukraine, hence contributing to their faster integration into European structures. The first step that could symbolically and also practically attest to the European policy’s commitment to the Carpathian regions, would be the European Union’s accession, as a side, to the Carpathian Convention, whose signers are currently several single countries. The European Union, having obtained such a capability under the Lisbon Treaty, should use it in this type of initiatives.<\/p>\n\n\n\n

Our common goal is to create a new European macro-regional development strategy as part of the future financial frameworks for the years 2014-2020. It is possible with the support of  the main stakeholders in European politics, both at the level of the countries of the successive presidencies as well as the Commission and the European Parliament.<\/p>\n\n\n\n
